Who lives here

Castle Rock is the seat of Douglas County and, as the County puts it, “a historic mining and ranching area that incorporated in 1881” with a council-manager form of government. The 2020 Census counted 73,158 people (State Demography Office, historical census file, which also gives 1881 as the incorporation year). The state’s estimate for 2024, prepared in October 2025, is 83,497 (State Demography Office, county and municipal time series, from the data download page).

The Town government runs most day-to-day services inside the town limits, and its site, crgov.com, is where to read about them; this guide sticks to what the county, the school district, the state and the other districts publish. County government sits in Castle Rock: the Board of County Commissioners and most departments are in the Philip S. Miller Building at 100 Third Street (303-660-7400), the Assessor is in the Wilcox Building at 301 Wilcox Street, the Justice Center is at 4000 Justice Way, the Elections Office at 125 Stephanie Place and Human Services at 4400 Castleton Court. Colorado counties govern the unincorporated areas; the three-member Board of County Commissioners is elected at large from three districts for four-year terms.

Housing

The State Demography Office counted 31,234 housing units in Castle Rock in 2024, up from 17,697 in 2010, with 29,808 of them occupied, a vacancy rate of 4.57 percent and 2.78 people per household (municipal population and housing file, vintage 2024). No government source read for this guide publishes current sale prices for the town, so none are given here; the listings in the sidebar show what is for sale.

The County Assessor values homes by the market approach only, and for tax years 2025 and 2026 uses sales between 1 January 2023 and 30 June 2024; its Residential Sales Search is on the same page. The Assessor also explains taxing authorities: the county, towns, schools and special districts each have a separate mill levy, which appears on the annual tax bill from the County Treasurer, and the office publishes a listing of tax districts and the authorities in each one, so a house’s full set of districts can be looked up before you buy.

Schools

Castle Rock is in the Douglas County School District, based at 620 Wilcox Street in town. The district describes itself as the third-largest in Colorado, with 89 schools across the county’s 850 square miles, and a locator map to find the neighborhood school for an address. Its schools in Castle Rock, by their own sites:

Schools are assigned by address. To attend another district school, open enrollment for 2027–28 runs in two rounds: the first from 8 am on 2 November to 4 pm on 1 December 2026, with offers to accept between 8 and 15 December, and the second from 22 January to 2 August 2027.

Getting around

By car, on I-25. The 18-mile I-25 South Gap, from south of Castle Rock to Monument, was rebuilt between September 2018 and November 2022 with an Express Lane in each direction beside two free lanes; CDOT calls it the only four-lane section of I-25 connecting Denver and Colorado Springs, and tolling began in 2024. US 85 (Santa Fe Drive) runs north from Castle Rock toward Denver; CDOT’s fiber project covered it from Hampden Avenue to Castle Rock.

Transit is limited. RTD says its district covers parts of Douglas County, and does not say there whether Castle Rock is one of them. Bustang, CDOT’s interregional express bus, runs along I-25 and I-70; its schedule site could not be read for this guide, so check ridebustang.com for the current stops.

Services

Water, sewer, trash, police, fire and parks are Town services, described on crgov.com; they are not covered here.

  • Library: the Philip & Jerry Miller Library of Douglas County Libraries, 100 S. Wilcox Street, open 8 am to 8 pm Monday to Thursday, 8 to 6 on Friday and 10 to 4 at the weekend (303-791-7323). It houses the DCL Archives & Local History. Douglas County Libraries has seven locations in the county.
  • Sheriff: the Douglas County Sheriff’s Office is at 4000 Justice Way in Castle Rock; non-emergency 303-660-7505. The County says the Sheriff provides the jail and the County supports the courts (Board of County Commissioners).
  • Electricity: CORE Electric Cooperative, founded in 1938 as Intermountain Rural Electric Association, serves about 170,000 members over 5,000 square miles from Sedalia; its substation notes describe an existing Castle Rock Substation and a Meadows Substation built in The Meadows area of Castle Rock for growth there.

Before you decide

  • Taxing districts. Ask whether the house is in a metropolitan district and a homeowners’ association, and look it up in the Assessor’s tax district listing, which names every authority levying on an address.
  • Wildfire. The County’s wildfire mitigation page says many homes in Douglas County carry significant wildfire hazard, with ponderosa pine and Gambel oak the usual fuels, and offers a cost-share program for mitigation on private land. The county-wide Community Wildfire Protection Plan was completed in December 2011 and updated in 2022. Anything the Town requires inside its limits is on crgov.com.
  • Schools. They are assigned by address; use the district’s locator map for the exact house.
  • Growth. On the state’s figures above, the town added about 10,000 people between the 2020 census and 2024, and about 13,500 homes between 2010 and 2024.
